CPU Utilization Alerts

We're getting strange behavior with CPU utilization alerts.
We have a Quad CPU server (and numerous other single and dual CPU servers). We are getting regular high CPU alerts (via e-mail) stating that the CPU is above 13%. Our threshold is set to trigger the alert above 95% CPU. When we look at the events for that node, we see events that state that the CPU is at 92% (again below our threshold value). Also, the node CPU graph always show CPU usage around 13%.
There seems to be something wrong with the CPU Load value in NPM (related to quad CPU ? or Hyper Threading ?). Any insights ?
