Multi core cpu usage on Red Hat

I'm having trouble reconciling the CPU usage on a VM server to the physical cpu on a Red Hat box running Xen.

Each VM has 2 vCPUs which map back to the cores on the physical box in this instance is 2 x quad core with hyperthreading which gives me 16 cores.

The problem I'm seeing is that we're getting high CPU usage on the VM's but the cores they map back to aren't even twitching, instead we just see core 1 going upto around 7%

Is the correct and its the OS / Xen thats the problem or is Solarwinds not polling correctly?
