Orion Web Alerts

I am new to Orion and was hoping to get a bit of clarification on alert actions. When a down alert is configured on the Orion server to play a sound or lauch a node's information page is the alert action only run at the orion server?
Can an alert be configured so that, upon a down alert, an engineer logged into the Orion web interface hears the sound and is redirected to the node's web page?

The sound alerting is meant to play on the server, not through the web interface.
The Orion web server does not have the capability to launch a new window in your browser automatically when a node goes down. It can however e-mail a web page or post it to another web server.
We just send the alerts to our phones via SMS (e-mail).
You can also send alerts via Windows 'Net Send' (pops up to your screen).
