An Alert to watch Acknowledged Alerts

I'm trying to create a generic alert that gets triggered when any other active alert has not been acknowleged in a given time period. I know there are alert specific variables but I don't know where to use them. I'm trying to avoid building in separte escalations for each of our 42 alerts.

Can this be done with complex trigger conditions?

As usual, all help is greatly appreciated,
