We have a number of cisco switch clusters is there anyway to directly poll cluster members without giving them their own IP address?

AFAIK, there isn't a way to do this, and each device needs an IP of its own...unless the main cluster member can account for all interfaces of its members, which I would guess is unlikely.
If you have a large number of switches, a management VLAN and separate subnet would be the best way to go with this.

Another option that you might consider would be to go Out-of-Band. This not only gives you better security (and not having to taverse fire walls....pending layout), it allows you to manage the network without impacting bandwidth. It's a pain getting everything wired and configured, but once it is done, you can manage the network with less head ache.
