Custom List of Reports resource does not display properly

I have placed the Custom List of Reports resource on a Summary view which I am using as a home page. I edited the resource to define the list of reports and it displays the list correctly in Preview mode.

However, when I log on as the user, the list is undefined as if it was never edited.

What gives?

My first guess would be to verify that the reports are in the same directory as the user has specified for their reports folder (Account settings, right under 'Default Menu Bars and Views').
