Limit a user to Admin Rights over VOIP and Network Quality Only

I have a user that requests IP SLA operations to be added/deleted/modified on a regular basis. I would like to give this user admin rights to add/delete/modify on their own. I have looked but it seems to provide any admin rights means to provide all admin rights. Am I missing something or is limited admin not an option?
