Orion website error - 9.5 - customized asp pages

Only Content controls are allowed directly in a content page that contains Content controls

I was trying to customize by removing the title, menu, and login bars as I had to use frames to break up the map due to response time issues.  This worked until I started messing with the asp pages (copied originals first). 
What is the best way to do this???
Tried replacing the custom pages with copies of the originals with no luck.
I went so far as to use a new server and build clean 9.5 (same DB though), also to no avail.

I get the above error as well as:

Anyone have any thoughts?

The resource cannot be found.

Ended up having to re-install NPM to resolve issue...not sure what I did, but I'll probably do it again...:)
I'll start new thread on how to remove the menu bars, etc.
