Wanna understand if possible to change the Y Scale on Average Response Time & Packet Loss scaling from 20% to 10%

It's not possible, unfortunately. It's hard-coded. We'll consider making it configurable in a future release.

I did the following but no luck....

Edited the NetPerfMon.Charts file in notepad

<AverageResponseTimeAndLoss>
Set the <Rescaleable> to Yes
For the <RYAxis> set your <ScaleMax> to 10.

Restart IIS

Any Help !!!!
