Help with Alerts

Here is my scenario, I am monitoring a DSLAM. It goes down. No one acknowledges that the DSLAM is down. I want to be able to have SolarWinds send an Alert my our Plant Manager saying that this DSLAM has been down for an hour. I have tried the Alert supression to no avail. Any ideas/suggestions would be greatly appreciated.

The Beta Alert Manager can do this for you.
Setup a second alert for the Plant Manager for any DSLAM which has been down for more than 60 minutes.
