MapToolTipTemplates.asp Missing?

I have seen several posts regarding modifying what shows in the Tool Tip popups but am confused.

Am I supposed to have the Tool Tip Template option available to me from the web page Admin page? If so I don't see it so I don't know how to access this feature.
