I am trying to setup custom dashboard for my iSCSI storage connections which would include switches and server ports. Is it possible to create Solarwinds dasboard similar to MRTG index page?

You can use SQL to join queries to pull nodes and using SWQL and also you could also try seeing if reports are any good to use on the dashboard. But Solarwinds is very flexible and I will be surprised if you cant.
You can use custom charts to create pages like this. You can show single interfaces on a chart, or chart out a top 5,10 or certain % if you need to see more than one specific interface. Having the proper framework either in interface/device naming or custom property setup will enable a dynamic and easily reproduced view that you can adjust the scope for to show different connections within your environment.
