snmp fails on node managment screen when testing to any node already created

I recently uninstalled and re-installed NPM, NCM and netflow.

now for some reason snmp fails on node managment screen when testing to any node already created

yet when I go to add a new device with the very same IP address it works fine.

If I do a list resources for any node already created it works fine.  Not sure what has become corrupt but if anyone can help out it would be great.
