Port 69 error, Please Help

I install the TFTP server, clicked to run but the Error mesage comes: Cannot start TFTP server, A TFTP Server is allready running on port 69.
I do not have any other TFTP server intaled or running, and I did "netstat -a -b" to see who uses the 69 port, and nothing. I must not have any viruses since I just installed Win XP, and cheked it for viruses.
Can someone help me please, what is hapening.

You probably have a program that is running on port 69.

Are you running Cirrus or any other program that monitors routers etc.?
