Will an NPM Poller installed on a dual homed PC, which has one of its NICs in an otherwise "isolated" subnet allow me to monitor devices in that subnet and report back to my Orion NPM. How expensive are the additional pollers?

yes; the pollers (and main poller) for that matter make use of their internal routing tables to determine which interface to send packets out of. so If you make a main/additional poller multi-homed you can poll into otherwise unreachable networks.
