Using openview to notify of a new node

A uestion for ex-openview admins...
SW discovery is too limiting for large networks....
Does anyone know how to setup NNM to send emails when a node discovered?
We would then take these nodes and manually add/delete them in solarwinds.
I'm looking for a way to receive emails when a new node shows up on the network, and if possible when a node is down for xx days.
Is there a simple way to do this?
