Invaild Community String Message

When trying to add a node with correct community string I am get on error message on "server is unreachable or invalid community name" The community name has been verified from the server. Has any ran across this issue without resolving it by reinstalling the snmp service?
Symptoms
1. When attempting a invalid community string I have to wait about 30 seconds before the error message is returned.
2. When attempting to add with vaild community string I get the error message within 1 second.
Troubleshooted
I have deleted any community string configured on the server and restarted the snmp service. I then added a new community string.
I tried old and new community strings
No luck.
The next step will be to reinstall the snmp service which will require a reboot which I do not want to do unless it is necessary.
