Orion v10 Custom Tabs

In Orion v10, what would it take to build a custom tab (similar to the default 'Network_TabMenu Menu Bar' tab) in the web UI?

For example, I'd like to build one called 'CustomLinks_TabMenu Menu Bar' and put other links on that tab/menu bar.
