Wierd Characters in Custom attribue Field Names and Data

I get wierd characters in my Custom Attributes for my devices.  I've tried recreating them but they are still there.  i'm not sure if its the web or the database. (ex. TelephoneN?umber, Subnet_Mas?k, Applicatio?n)

The only thing that seems to be in common is it always appears to be the 11th character.  Is there any way to fix this? 

FYI, It doesn't do this on the reports.

Where do you see this?  Where and how are you displaying these... just in the node details for a node?  Is this where you see the characters?  Anothing thing that might help is what version are your running and maybe a screen shot of it.  Also have you tried viewing in a different browser like firefox vs. IE?  Does it do this for every node or just some of them?
