I accidentally deleted the default Reports menu item and cannot find the Resource to recreate it that groups the available Reports under their Report Writer grouping.

Run the configuration wizard with the 'website' box checked. That should sort you out. If you made any changes to the website (i.e., played with some CSS or did other hacking) make sure you back it up first.
P.S. How did you do that anyway?
Not sure how I did it, but your solution worked. I reran SP4 when done just in case.
