Maps do not show up

We recently installed the 30 day trial version of Orion on a Windows 2003 System running MS SQL 2000. With a bit of difficulty and recreating the website and database serveral times we managed to get everything working.
However we are having a problem with the maps. The map backgrounds do not show up. The default map with the blue USA does not show up. the onlything that appears are the nodes and the lines. The same goes for 2 other maps that we created. The nodes show up but the background is grey.
I have troubleshot for security permissions but after checking everything I was not able to find anything. I see where dllhost.exe accesses the background image and the other image components that it uses to build the network map, however the background is grey and not the background image we chose.
There was one other post where somebody was having the similar problem however the proposed solution of creating a new map has not worked for us.
Any insight into this problem would be greatly appreciated.

Our maps in 7.4 are not showing either, all we get is the number "2" where the map should be... 7.3 worked fine. We upgraded to 7.4 (we did not install the the new web site)
