Does Solarwinds support installation NPM on Windows 2008 with SQL2005?

No, Windows 2008 Server is not supported yet. But It's coming:
SQL Server 2005 is supported.
Orion NPM has to be installed on Windows 2003 Server OS meanwhile the next release.
