cannot VBscript from Solarwind Alert Action

I wrote a VBscript and it can run on the command line "cscript c:\temp\sms3.vbs testbk01 c:\temp\sms_test.txt c:\temp\test.msisdn". However, it cannot run on the Alert Action of Solarwind....
