Is there a way we can check how many web console sessions running in NPM 10.4 or through the Orion Web server ? Also, are there any max / min count for concurrent web console sessions?

You could do a couple of things to see how many users are using the site at once. There is a perfmon counter you could monitor using SAM if you own a license for it. You could also send the IIS logs through something like Awstats to see the number of sessions and what not.
I think your minimum is 0. The maximum before an additional web server component needs to be added is said to be around 40 concurrent users.
