NPM Sending Large Emails

Okay, so I have two Orion implementations running in parallel:

Orion Platform 2016.2.100, NPM 12.0.1 (WIN2008R2)  moving to

Orion Platform 2019.2 HF3, NPM 12.5 (WIN2016)

Both are sending out the same exact Report Writer report called Current Unknown Interfaces. 
From the 2016.2.100 Orion the email size is 381KB
From the 2019.2 Orion the email size is 2MB

Whats up with that?  Both are identically setup,  they are the same report, imported from the old Orion to the new one.  Both are actually blank because I currently have ZERO Unknown Interfaces.

Later releases use an updated version of a PDF library. Those later versions don't compress report images as aggressively to improve image quality and readability of complex reports.
