Difference in graphs 7-day vs few hours

If I view a 7-day graph of bandwidth utilization for an interface based on 10-minute intervals, I might see the bandwidth go to, say, 25%.  However, if I drill down and look at one of those 25% time periods in more detail, still using 10-minute intervals, it appears as less than 20% utilization.  Why might that be?

If you run a regular report on the same info and put the peak utilization in the report does it also differ in peak between 7 day, 1 day, or 1 hour report? (Centered around the same time)  I'm wondering if there's a real bug with the data stored in the database, how it's interpreted, or if it's a graphing error somehow.  You could also check more by putting avg utlilization, minimum etc. in the report.
