I am new to Solarwinds. How NPM poll the device for status in case a firewall is turned on and ping request is disabled in inbound rules? Does it uses SNMP in that case?

SolarWinds NPM can monitor by both ICMP (ping) and snmp. ICMP is faster.
The firewall must allow the traffic, whether ICMP or snmp, to pass from NPM to the target. If you find the firewall administrator or corporate policy will not allow ICMP or snmp to be passed between your NPM poller and the target(s) behind the firewall, then you'll have to work with SW to see if they have an option.

let me clear that I'm talking about the firewall which is enabled on the target machine or the machine which is being polled.
in normal scenario, if firewall is turned on target machine with default settings then I won't be able to ping it from other machine on the network .

It should be fine to turn on the machine's personal firewall, if required. All that is required is for you to adjust its policy to allow ICMP and snmp from your NPM poller.
