I thought that upgrading to v7.1 may of resolved this issue with switches in particular showing anywhere from 10 - 25% packet loss when I know full well they are perfectly OK.
I could understand it from devices that are showing 100+ms response time but most of the devices that are showing packet loss the response time is under 20ms.
Has anyone else come across this problem and come up with any way of getting round it?
I've put the timeout settings to maximum and the ICMP packet is 0 bytes as per Solarwinds support suggestion.

I don't know if this is the issue you are seeing, but....
After much investigation, we have noticed that some devices will disreguard a second ICMP request packet if two or more ICMP requests are made from the same IP address very close together. This can cause an artificially high "packet loss" number. Technically, the packet WAS dropped, but the device is still UP.
To help alleviate this particular issue, we have changed the polling logic to prevent multiple ICMP requests to a single device very close together. This update is available in the NPM 7.2 early deployment. Contact SolarWinds Support at support@solarwinds.net if you would like to download this release.

Can you confirm if one of the devices showing these symptoms are Avaya range of switches. I have over 300 under monitor and quite often see packet loss even though pinging via a command window shows all to be ok.

I am seeing similar symptoms on my network, where a whole group of devices suddenly show up as no response.
I have just captured the ICMP packets with a sniffer and am seeing 2 ICMP packets every ~ 300 seconds.
The second polling packet is 150 - 170ms after the first polling packet, although in some cases the second poll
is up to 10 seconds after the first poll. This is on a switch with 65ms latency to the server.
I'm guessing there are 2 packets sent in order to get a better sample for the packet loss statistics.
