I saw the release notes entry regarding this error on the APE, but I am actually getting it on the primary poller when I try to upgrade to 12.1. Are the instructions the same, or is there something else going on?
The article does specify APE's however as the root cause is with the licensing I suspect this issue could also apply to the primary pollers also. What does your license manager look like?

This is happening on my main poller, not my additional poller, upgrading from 12.0. I just need to know if the steps to resolve are the same, as the article only suggests that this happens on the APE.
In my experience, if you call to open the ticket instead of going online, you will get faster response.
