Bandwidth Downtime

I have a few WAN links which I monitor via ipMonitor and these have varying bandwidths - 2Mb, 10Mb, 100Mb. When these links get fully utilised they appear to ipMonitor as they are down. Although I understand why ipMonitor sees this as downtime I don't really want it reporting as downtime for me.

Could anyone suggest the threshold values I should use for the network interfaces for 2Mb, 10Mb and 100Mb speeds?
