I still cannot get this to work. I am running NPM 9.1.
When I go into report writer, I don't see a category like "Historical Availability Reports."
Also, can anyone tell me what polling frequency/aggregation settings I should check to ensure I can report on availability statistics, and where I would find these settings?

In the Report Writer, there are several historical reports. "Historical - Availability Details" might suit your purpose. There are variables for Average Response Time, Availability, and many others.
The following from the SolarWinds Knowledge Base might be helpful. You should be able to change the type of report in step 2 of the first procedure:
