Bad trap packet received from node question

Full error

Bad packet received from Node with IP x.x.x.x. Error description: Security level is set to 2 but no encryption password was provided.

The device is a PDU and I have verified the SNMP info and logging on the PDU. I don't see this error everyday or after polling which makes me think a trap or something is being sent to Solarwinds. I was unable to find anything with the specific error and wanted to know if any of you have seen this issue.
