Fix was found for NPM 9.5 SP3.
SQL Server Compact is needed for JobScheduler to work, version 3.5 SP1.
You can also find the installer of this on Solarwinds server in:C:\Documents and Settings\All Users\Application Data\SolarWinds\Installers\SSCERuntime-ENU-x86.msi
If the Job Scheduler Service is starting and stopping intermittently, it may be due to a corrupted or excessively large Job Engine database. The following procedure corrects this issue by replacing the corrupted Job Engine schedule data file and restarting related services. To replace a corrupted Job Engine schedule data file: 1. Click Start > All Programs > SolarWinds Orion > Advanced Features > Orion Service Manager.2. Select each of the following services, and then click Stop:SolarWinds Orion Information Service SolarWinds Network Performance Monitor Service SolarWinds Alerting Engine SolarWinds Syslog Service SolarWinds Trap Service SolarWinds Job Scheduler SolarWinds Job Engine SolarWinds Orion Module Engine SolarWinds Orion NPM and any other Orion NPM or Orion module engines and services. 3. Navigate to C:\Documents and Settings\All Users\Application Data\SolarWinds\JobEngine\Data\, and replace the existing JobEngine.sdf file with the new JobEngine.sdf file attached.4. Open the Orion Service Manager again, and restart all services, in the following order:SolarWinds Job Engine SolarWinds Job Scheduler SolarWinds Orion NPM SolarWinds Orion Module Engine SolarWinds Orion Information Service SolarWinds Network Performance Monitor Service SolarWinds Alerting Engine SolarWinds Syslog Service SolarWinds Trap Service and any other Orion NPM or Orion module engines and services.

In theory it should, but we have not tested the zip with 9.5 SP3. Safest bet would be to log a case with support
