New Report not showing on website and Report Scheduler fails to open

I'm trying to write some new reports and I'm running into an issue..

The report previews fine and shows up in the list of reports in Report Designer, however even if the box is checked to enable display of the report on the website it does not show. I've restarted all NPM services and still no luck.

I also get an error when I try to start the report scheduler application - "Error - Unexpected error; quitting"

Any ideas? I'm going to try and reboot the NPM box later on tonight during the maintenance window to see if this solves the issue.
