Alerts do not get triggered

Hi,

I am trying to set up Alerts, very simple ones, (node dow/up), but it just does not work. the alert does not trigger. If i try to test it works, the actions too, but it would not trigger by itself. I am quite sure im doing all right, the Alerts are enable, actions too. Am i missing something?
