Syslog messages without a severity or a facility?

Hello,

We have Solarwinds NPM with Orion Syslog. We have a device sending syslog messages to Solarwinds without a severity and facility. These messages do seem to be logged by Solarwinds. Is this a known issue and is there anyway i can get Syslog to log these messages?
