NPM Date Format not correct

Our NPM server has the regional date format set to yyyy-mm-dd(ISO compliant), same with the local PCs. But the NPM web page displays using the US date format.

Our customers who view the web pages are not all in the US. Besides that I find the US date format confusing. I opened a ticket over a year ago when we were running 9.1 and were told it would be fixed in 9.5.
