Conditional comment..Can it be done..?

Here's the idea. I would like to create a Custom Properties that can differ under certain condition.

As an example, I would like to have a comment on shutdown port. So there i could set when the port status is Down or Shutdown there will be a certain value on the Custom Properties. But if its status is up, there should be other comments in the same Custom Properties.

How are you looking to use the custom properties? I ask in case they are unnecessary to whatever end result you're looking for. You might consider the conditions you listed as being criteria for membership in a group. Then work with the groups that are dynamically populated.

You can create an alert with a trigger action of "Change Custom Property", and change it back as the reset action. You can include variables in the custom field as well.
