Is MIB Browser disabled when SQL not running?

Every time I open the MIB browser on a Cisco device and nothing shows up.

When I go my Solarwinds server and open Orion Universal Device Poller I get an error.

Do the Orion Universal Device Poller and MIB Browser both rely on SQLServer?

nevermind, I restarted the Orion services and it worked.
