Is NPM 10.7 supported on Windows 2012 R2 MinShell? Or does it need the full blown Desktop GUI?

Ah, very good question. I would say that because of the installation Wizard, installing SolarWinds Orion on a Windows Server 2012 Server Core OS is not supported and won't work. But I would reach out to SW support for clarification.
However, you can install SQL Server in Windows Server Core - Install SQL Server 2014 on Server Core

You can remove the GUI from Windows Server 2012 using Powershell effectively making it a "Server Core" installation. Here is a link to the Technet blog article on how to do this: http://blogs.technet.com/b/heyscriptingguy/archive/2013/01/25/use-powershell-to-remove-the-gui-on-windows-server-2012.aspx. So you would start with the full GUI install but then you can remove it. It may be possible is to install a new 2012 server selecting the GUI option, then install SolarWinds Orion, and finally remove the GUI after the fact. This is something that might work...
FYI for those who are wondering like me earlier, Solarwinds support has informed me that Windows Server 2012 R2 MinShell is supported.
