Yes, but not using Orion.
You need a tool like Cisco MARS which uses Cisco IP SLA.

Ciscoworks Internetwork Performance Monitor can do this as well.
If you are looking to just assess latency here and there? You could always just ping from the device, out the interface, to the other devices interface.
