I am getting ready to migrate our existing NPM servers. Question I have is will I be able license NPM 9.5.1 ? We are not ready yet to upgrade to NPMv10, so that is not an option.

Yes, you can. You need to open a ticket with tech support though and have them send you the download URL and open a second ticket to have your license reset. There are two different groups that will handle these two tickets: Support and Customer Service. This said, make sure to choose the appropriate group under Case Type.
