Monitoring Backup ISDN lines

Our WAN to our branch office utilizes a frame line with backup ISDN. The ISDN interface is normally down, but Orion indicates this as an error. How can I set Orion to expect that this interface should be down and alert me when it comes up?

If you just want to setup an alert, then configure the alert
to page you when the ISDN interface is up, and send a reset
when it goes back down again.

Currently there is no way to suppress these down interfaces
from appearing in NPM.
