Endpoint listening error adding node

I get the following error when I try to add a node to one of my polling engines:

Test Failed. There was no endpoint listening at net.tcp://iowaccscowrks01:17777/orion/npm/businesslayer that could accept the message. This is often caused by an incorrect address or SOAP action. See InnerException, if present, for more details.

Best bet is to open a support ticket

I did this but still get exactly the same issue.

Running windows 2003/NPM 9.5.0/NCM 5.5.1
