SCOM to Orion guidance

Greetings. I am assisting a colleague with deploying Orion with the intention of and shutting down SCOM after completing.

I have a couple tasks that need to be accomplished and I am hoping you can assist.

task 1: Monitor a file in a folder and alert if the file size is 0. Example: Email when any PDF is 0 bytes in size. I found this and I am not sure if it is the right tool or not (https://thwack.solarwinds.com/docs/DOC-188177)

task 2: I have a log that changes daily. I need to monitor this log and restart a process if the log file has no activity for three minutes.
