Monitor to check if new files are created?

I'm looking for a solarwinds monitor that will monitor a specific directory and alert me if no new files have been created in 24 hours. I have a queue that keeps getting stuck, under normal conditions a new file should be created in this directory every day. If a new one is not created I would like to get alerted.

The files created in this directory are named with time stamps so the file name will change.

Any ideas?
