Is there a separate installer available for network atlas?
yes there is. and it varies depending on the Orion version you currently have. if you wish to install it on a workstation you may do so by clicking "Download Network Atlas" on your map web resource.

I have Network Atlas 1.13.0.0435 I do not see the download network atlas option. Where should I look?
On the Map Resource, select Edit. There should be a checkbox to allow to show the download link. Once that is checked and submitted the download link will be available at the bottom of the Map Resource.
I am a Super Noob. Where is the map resource?

You need to a Network Map Resource to a page.
This is a map I started. This is the view from a page. I do not know what I am missing.
click edit in the upper right of the map resource.
