Guys , anyone please help me.when i tried to upgrade my 9.1...it shows this error ...eventough i tried to shutdown all the services manually....
I would recommend opening a Support ticket on this issue
I see this issue alot but nothing really happens. I mean if the shutdown of the netpermon service takes along time, or I kill the service I'll get this at the end of the configuration wizard. If by some reason the netperfmon service doesnt start then I go into the services app and just start it again.
Never seem to have issues because of this error.

I had this same exact problem. I installed fresh with 9.1 SP2 and then applied SP3 and this happened to me. Looks like most of what I needed to be fixed (web graphs) are now working so I haven't messed with it....it still reports SP3...not sure that it really is. I haven't opened a ticket yet, way too busy to deal with any tech support.
I had this problem with all of my pollers as well. I ended up watching the install closely with task manager open and when the installer indicated it was "restarting" NPM, i would kill the task. It will restart IMMEDIATELY so keep an eye on the used memory for that process and it will reset back to low numbers and crawl back up. I think they are aware of this issue and are working on it further.I didn't have any failures after I figured that process out.
As most of you have already determined - this will happen from time to time - and it usually depends on the number of elements being polled; as the initial process was waiting for the polling interval to complete (sometimes taking a very long time, but way too long for many of the "unpatient users" including myself...
There is no consquence to killing the process manually, as suggested by Becker and many others on this forum, including Denny.
If you are unable to stop or start the netpermon process manually after the config wizard "failure" - Please do open a support case and we'll take a look for you.
Dev continues to look into better ways of smoothing out this process - but for now, what we have is having to manually stop and start the process when performing upgrades such as SP's.
