Slow speed on Orion Webpage for some users

I have some problems with Orion and was hoping the community could help me out. I seeing some users are experiencing very slow load times for the Orion page opposed to some that are loading pretty much instantly. Cleared cache on both, but the problem persists.

Same model of Workstation

Same OS (Windows 10)

Same resources (CPU, RAM, etc.)

Same browser (Chrome, but all browser are equally impacted)

Same Network (Even same switch)

Running the following: Orion Platform 2018.4 HF2, NCM 7.9, NPM 12.4, UDT 3.3.2, NetPath 1.1.4

I don't believe this is a problem with Orion itself, but I am not 100% sure. Any ideas?

Do the unaffected users have account restrictions, reducing the underlying database query to show pages? Run Hubble for insight: https://support.solarwinds.com/SuccessCenter/s/article/Turn-on-and-use-Hubble
