Alert when VOIP collector services is down

Is there a way to configure an alert to fire when the VOIP collector service goes down.

I can customize my Network Summary Home page to show VOIP Collector services' up/down status.  So something is capable of monitoring it. Is there an alert that can do the same thing?

I want to do this because this service does not start automatically when the server is rebooted.

You can do it with APM, but not with just VoIP.
